Grants are reviewed by a panel of peers who read the grants, score them, then debate the ratings for 1-2 days to rank them. It is INCREDIBLY competitive already.

Cutting $4.5 million won't make a drop in the overall federal budget, but will decimate the program. Maine Sea Grant, like all Sea Grant programs, exists to serve the American people. The return on investment is huge.
