Ticket checks before boarding a train is even more expensive and labor-intensive than the conductor-based system that it doesn't at all replace.
Perhaps more importantly, however, the NJT concourse at Penn is often nearly dangerously crowded. Slowing people further might actually be dangerous.
The resistance to proof-of-payment ticketing among commuters railroads is insane. Just making stuff up that’s doomed to fail, rather than accepting that they need to do it the way everybody in Europe does it.
