Possible that an official or legal duties frame is the wrong fit for this. One possibility—not the only one—is its personal loyalty and personal interest, where Gabbard’s task here is to be a high profile person who adds a bit of credibility to conspiracy-theory-supporting lies.
I agree as far as that goes, but organizationally someone has to be in charge of that FBI team -- is it her? If not who? Maybe her role is just to be visibily 'around' and this should really be understood as a DOJ (or DHS?) project
From what I’ve read, the things Gabbard has done is be visibly around, and facilitate a phone call between the president and some FBI officers on site. I haven’t seen reports of IC personnel involved besides the DNI herself, it’s domestic law enforcement. Though that could be incomplete info.

Her role could be similar to Homan's in Minneapolis. He's not in the chain of command either. A sort of presidential envoy/special assignment.
