- ICE can still make arrests on its own without cooperation from local police. Its agents pay close attention to public records, including jail booking logs and court documents, to identify undocumented people they want to take into their custody.
- Additionally, there are exceptions in California's 2018 sanctuary state law that prohibits local law enforcement from cooperating with ICE, specifically in the case of undocumented people convicted of felonies and some misdemeanors.
