The default position of a lot of these guys is that the West should be doing this stuff. The idea that two countries could work together to develop doesn't cross their mind.
I started noticing how every article about a positive thing happening in China was framed as "China achieves [good thing], but what what cost?" as if it was only accomplished via some human toll unacceptable to the West.
