- Thus, making eligibility rules more lenient for all types of migrants – and not just refugees – ... may potentiall lead to more economically active and integrated migrant workers ...while yielding sizeable economic benefits for hosting societies. 16/n
- Taken together, both sets of results suggest that: 1) lab mkt returns of naturalization are heterogenous 2) are higher for individuals who face more barriers to integrate and, thus, naturalize 15/n
- According to our estimates, the returns from naturalization are zero for individuals who naturalize... ...while they would be positive for those who fail to do so. (i.e., the ATT, average treatment effect on treated, is zero, while the ATUT, average treatment effect on untreated, is positive). 14/n
- Second, we explore the heterogeneity of returns to citizenship in a Marginal Treatment Effect framework, showing that individuals with higher resistance to naturalization also display higher potential returns from it. 13/n
- First, we find that obtaining citizen status allows refugees to close their otherwise large gaps in labour market outcomes relative to non-refugee migrants… while having small and non-significant effects on the latter group. 12/n
- Using data from 21 European countries and leveraging variation in citizenship laws across countries, time, and migrant groups as a source of exogenous variation in probability of naturalization... ...we contribute two novel findings to the debate on citizenship and migrants integration 11/n
- As we document in our paper, EU countries have reduced minimum residence requirements over time, especially for refugees… …while increasing the number of eligibility requirements on other dimensions (language, income, “culture”, etc.) 10/n
- …but if naturalization acts as a “catalyst” for the socioeconomic integration of immigrants, then offering naturalization to foreign residents early on will accelerate their integration, maximizing economic benefits for the host country 9/n
- Governments face important economic trade-offs in designing their naturalization rules Setting restrictive rules on residence, income, language fluency, etc. they can generate strong incentives for immigrants to integrate and then “crown” only those who manage to do so… 8/n
- Such a concern likely translates into political resistance towards more open migration policies, including on citizenship… …but should EU government adopt more or less restrictive naturalization rules? And should they favour more disadvantage groups – such as refugees? 7/n
- …however, the same survey identifies widespread concern about immigration from outside the EU, with just 22% of respondents seeing it more as an opportunity than as a problem 6/n

- Naturalizations and asylum applications are both on the rise in European countries. In 2021, in the EU: • 827,000 individuals obtained citizenship (2.2% of the total foreign pop) • 540 thousand individuals applied for asylum (adding to 2.8 million refugees already in the EU) 4/n
