A complete change of government (both people & spirit) will go a long way towards that. We (Germany) came out of WWII with the allies extending a hand rather than crushing us.
If only we’d done that in Russia too at the end of the Cold War instead of partying as oligarchs stripped the country.

Yeltsin did the privatization, and then handed power to Putin after Putin perpetrated the late 90s apartment bombings, using them to start war in Chechnya which made him popular with the russian people he had bombed. russians want people to believe privatization
Maybe. I think there was a small chance of getting Russia into the EU and NATO and shoring up its institutions. No one really tried.
