I have no way of proving this, but I've often thought Bright Noa's character was probably inspired by Trevor Howard's in The Third Man. He was certainly inspired by that archetype: the stiff-upper lip, sensible British officer. The moustache in Hathaway's Flash felt like a further nod to that.
