Blaming victims, saying “if you follow orders you’ll be fine” is a defense mechanism for people who don’t want to engage/care. They want to believe that they’re safe, nothing bad can happen to them, because they don’t go out there “causing trouble.” It’s all, as always, based in fear and ignorance.
