It is unlikely that the European Commission's proposal of a 90% reduction will save as many emissions as a 100% reduction ("phase-out of internal combustion engines").
4 reasons
1. Green steel (which is supposed to account for the remaining 10%) would have to be used to an increasing extent anyway to meet the steel industry's targets; double counting is likely.
2. Biofuels from waste (which are supposed to account for the remaining 10%) would be better used in aviation, where there is no alternative. This would actually increase emissions there.
3. Hybrids and range extenders only have low emissions on paper; in reality, they would emit almost ten times as much.
