Trump doesn't seem to understand that states and cities are not his employees.

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people". Per 10th Amendment, states can't be bullied into enforcing Federal immigration law. Demanding they do so anyway is the illegal part.
