The only thing I would add to this debunking is to acknowledge that it is unusual to provide permits that can be used to bypass filters a certain number of times. It sends out an odd message. Would have been better to have normal bus gates and fully stand behind the decision.

The problem with this account, so far as Oxford itself is concerned, is that these restrictions never actually happened. There are no traffic filters on St Clements or Hollow Way or any of the other places on the map in the seventh post. There was not trial. It never happened. /1
