There's a dimension to this non-Louisianans lack the context to grasp. Though many states have a Big City vs every other part of the state rivalry, it's *especially* bad in Louisiana. State officials are usually elected by "everywhere else", and many seem to think it's part of their job...
...description to harass and persecute New Orleans in any way they can. The New Orleans in their minds is a monolith, so their reaction to one voodoo doll found or one strip club opening is as though the city council had voted for it and given it a grant of state funds. Pure culture war bullshit.
