- La différence : une loi gouvernementale se passe sur plusieurs semaines, donc ajouter des amendements ne fait que ralentir le processus et augmenter le temps de débat. La niche ne dure que une seule journée, donc l'obstruction prive l'opposition de sa seule opportunité de faire voter ses textes.
