TIL about ETJs, MUDs, MMDs, and to a lesser extent SUDs. You really shouldn't move to a place without utilities and be surprised when your water rates skyrocket. It's not great, but there's also not a ton of actionable stuff I can do to help.
It is costly to move water without infrastructure. It's costly to build infrastructure. Water should be more expensive, because we're running out of it, & because we're low on water workforce personnel. Try to live in places with existing infrastructure to save on future rate related sticker shock.
And get involved with your city council! They're the ones setting those prices and voting on them.
