  The large conservative caucus is trying to convince GOP leadership to move a second reconciliation measure focused on lowering the costs of housing and health care. The Republican Study Committee briefed senior aides across the House GOP Conference Thursday on its plans for a second party-line megabill, according to a person granted anonymity to share details of the closed-door event. It was the first such briefing the RSC has held on the topic for members outside of the group — and an early sign the conservative contingent is looking to make inroads with other wings of the party to build consensus. The RSC officially rolled out its framework for another budget reconciliation bill earlier this month. It’s also a signal the RSC, led by Rep. August Pfluger (R-Texas), is ramping up what could be an aggressive campaign to compel leadership to commit to overseeing the complex undertaking in an election year. Key House committee chairs and GOP moderates have been openly skeptical that Republicans could successfully rally behind another megabill given their narrow majority margins. They have also questioned whether it would be politically wise to proceed. Vulnerable Republican incumbents are already preparing to fend off attacks from Democrats ahead of the midterms on the steep Medicaid cuts in President Donald Trump’s “big, beautiful bill” enacted last July. According to the person who attended the meeting Thursday, presenters highlighted polling on key provisions of the RSC’s blueprint and provided a forum for staffers to ask questions. The RSC plan would, among other things, establish zero-to-low “Don payment” options for mortgage shoppers; “health freedom accounts” to allow Americans to receive health insurance subsidies directly; and a new plan for filling the Department of Energy’s strategic oil reserve.
