The northern part of TX-9 is comprised of neighborhoods that didn’t exist 15 years ago. I don’t necessarily think this is a realignment so much as MAGA’s growing weakness in the suburbs/ex-urbs.

Wendy Davis won two terms in TX-10, which covered part of TX-9 before redistricting, so it’s not like the area won’t elect Democrats. Under the old maps TX-10 voted for Biden by 8pts for crying out loud! This election just feels like more a dummymander than a blue wave scenario.
