Decepticons can’t do it cause of energon shortages and the taboo.
Autobots can’t do it because the council put resistors on every cog so that any altmode scan can only be done in a chamber severely hampering the ability. Can’t do it even if they wanted.
That means that any bot could shift into a flier or a grounder, even a beast form if they choose, at a moments notice. But with the stunted T-cogs, all of that is a lost art.
