- 🌍 As the international community gathers in Uruguay to negotiate the new Science-Policy Panel on Chemicals, Waste, and Pollution Prevention, one message must be loud and clear: low and middle-income countries need meaningful support to be full partners in this effort.
- 🔬 Science-based policies are essential, but they must be informed by diverse perspectives and realities. Countries facing limited infrastructure, funding gaps, or insufficient technical expertise cannot be left behind as global decisions are made.
- 🛠️ Building a fair system means: - Equitable access to data and research - Strengthening institutional and technical capacities - Funding for implementation, not just participation - Respecting and integrating local knowledge
- This new science-policy panel is a critical opportunity to rebalance the scales. Let’s not replicate old patterns. Let’s build a future where every country has the tools and voice to protect people and the planet from harmful chemicals and waste.

- Such a redefinition attempt appears politically rather than scientifically motivated. If IUPAC endorses a narrower definition, it risks conferring undue legitimacy to less protective policies.
- The current OECD definition remains scientifically sound, with no evidence suggesting it is flawed. Rather than altering the definition, exemptions for specific applications can be granted— a practice already adopted by various jurisdictions.

- * The Science-Policy Panel should be built on a foundation of independence and integrity, ensuring that assessments are policy-relevant and free from vested financial interests by enforcing a strong Conflict of Interest policy with regular audits.
- * To be consistent with the precautionary principle and effectively prevent harm before it occurs, the Panel's prioritisation process should be hazard-based, rather than relying on risk or impact assessments.
- * Transparency, scientific rigour and proactive measures should be embedded in the Panel's procedures to protect public health and the environment from chemical hazards, waste mismanagement and pollution. We look forward to discussing this further with you in Uruguay!
