- I'm gonna take issue with "long standing constitutional norms" Article 1, Section 4, Clause 1 comes before ANY Amendment, comes before Judiciary, comes before the Executive. The States were United in their mistrust of centralized authority. They jealously guarded the rights of their citizens.
