- Final day of #COP16.2 in Rome today and basically everything is still on the table. It’s a tight deadline. Based on meeting rules, everything has to be finished within 13 hours. So either delegates find a middle ground by 11pm or parties would have to agree on yet another extension. @devex.com

- In Mayotte, 3/4 of the population live below the national poverty line. But because they are a French jurisdiction, most of its needs must be met by, or approved by, the French government.
- Some island experts say that these "subnational island jurisdictions" known, charmingly, as SNIJs, don't get the right preparation and support because they are ruled by big developed continental nations that don't understand island vulnerability.
- The French seem to be meeting the moment. They are sending air and sea convoys, a field hospital, and materials to rebuild. But the island was not prepared to deal with this, and #climatechange is only going to make these disasters more frequent.

- Bolivia is joining India in "rejecting" the deal. We don't know what this means yet, as the decision has been gavelled in.

- Biggest news of the night so far is that Article 6.2 and 6.4 were passed, which means that the world now how have formalized rules for a carbon market. Keep yours eyes peeled for a story in @Devex next week explaining this further.
- The plenary room is filling up at 8pm local. No one knows what negotiators are planning to disclose.
- The COP president is going through articles and gaveling in what’s approved. NCQG — the big one — is article 11a. That’s not on the list of issues to be approved.
- Some big wigs are huddled in the corner nearby: Kenya, USA, Colombia… on the side of the plenary.
- Sierra Leone, South Africa and Egypt were also there. We expect a text soon.
- I’m hearing that Australian minister of climate change and energy, Mark Bowen, is already on the plane home.
- We’re coming up to the 7pm planned closing plenary session, but unsure whether it’s happening/what will be announced
- Least Developed Countries, or LDCs have walked out of the main meeting, telling developed countries to call them back when their demands are being met.
- The Association of Small Island Developing States put out a statement. “We have presently removed ourselves from the stalled NCQG discussions, which were not offering a progressive way forward.”
- This whole show is turning into a game of “who can trick the journalists into running.” A stampede of us just followed a mystery delegate and when he left our view everyone was asking who he was
- The U.S. delegation left the meeting (I assume temporarily) and was followed by an intimidating press huddle. A few activists yelled “shame” behind them in fashionable Game of Thrones manner
- New text out a 3:00 pm Azerbaijan time commits $300 billion with a 2035 deadline.
- One of the biggest changes we’re seeing in the text is that “outflows” from Multilateral Development Banks will now be counted towards the total amount agreed upon.
- This would mean that developed countries don’t have to give quite as much in order to reach the goal… whatever it may be.
- Delegate heads have gone into a meeting now to discuss a new deal. Developing countries are angry. "Our delegations are leaving already," said #Panama's delegation head, Juan Carlos Monterrey Gómez. Every minute that passes our delegations get weaker and weaker and weaker." 🧵
- "They don't have that issue," he added. "They have massive delegations with people that come freshly bathed and with their mind up to speed. I've only slept 2.5 hours."
- He said that any low goal will require a revision of the time frame down from 2035.
- The UN Secretariat has messaged saying that this text was incorrect and "not to read anything into it." #climate
