that is to say, there is no neat and universal mutual exclusion between "masked members of a black bloc" and "the local you know who is looking after their neighbour". sometimes, oftentimes even, these are the same person
when considering tactics and strategy one inevitably must account for the situation where when there is no adherence to a unified organization there will be multiple tactics and strategy operating among multiple subsections of "the community" at once
