Both of Illinois' largest bicycle advocacy groups, @rideillinois.bsky.social & @atalliance.bsky.social are working with SoS and legislators on the bill. I have participated in that drafting as Advocacy Committee Chair for Ride IL. We are absolutely working to create sensible regulation. Stay tuned.
