I think this depends on dialect. I’m convinced (h/t @ajdinkin.bsky.social ) that for most American English dialects postvocalic /r/ is a vowel, cf onset /r/ as a consonant - meaning there’s more of a difference than just length. Eg I produce a glottal before “oom” if it’s “spare oom”
