Bobby Kogan: One of the most fundamental problems for dealing w/ ICE is the GOP provided years of ICE agent funding in the “Big Beautiful Bill.” No govt shutdown will end that funding stream, and there aren’t 2/3s votes in each chamber to rescind the funding & override a veto.
