- Almasri’s detention in Tripoli is a welcome step, but accountability depends on what comes next. Libya’s GNU must now fulfill its ICC obligations, under UN Security Council Res. 1970 & its own Art. 12(3) declaration of ICC jurisdiction, by surrendering him & all others wanted by the ICC to The Hague
