- The revenue limit is what districts can spend per pupil. They vary a lot because they were frozen in place in the early 90s. But the math is simple: Revenue limit = state funding + property taxes If RL goes up & state $ is flat, prop taxes go up If RL is flat & state $ goes up, prop taxes go down
