Jesus. All anyone has to do is remember what they were like when they were 16 to know that a 16-year-old is a child. As a 40-year-old I consider people in their early 20's to be practicly children.
They are children. Period.
"Teenager" is just one PHASE of childhood. It is NOT some gray area of legality, despite the criminal justice system creating horrible exceptions in "as an adult" prosecutions.
