- Is there research on what people mean when they call someone a "strong leader"? Seems like it means someone who does whatever they want, without regard for legal constraints, and coerces others into going along with it.

- This bill (linked below) does not just eliminate QI, it partially codifies Bivens, as sec. 3 also makes 1983 liability apply to every "Federal law enforcement officer." (It might be helpful to define that term, as other areas of federal law define it differently. See 18 USC 115; 34 USC 50301.)
- There's no ICE accountability without ending qualified immunity. They're murdering people. There won't be justice for the lives they've stolen, but there must be accountability. My bill with @markey.senate.gov would ensure families can sue the agents murdering their loved ones.
- As I read them, these different definitions have different implications, e.g., as to whether this liability would attach to individuals temporarily performing law enforcement functions that are outside their primary duties. (E.g., members of the military after use of the Insurrection Act.)
